Law Minister Naseem said that the ordinance has been made according to international law, in which it is mandatory to seek the consent of the convict before castration. He said that chemical castration cannot be done without the consent of the convict and if the castration is ordered without his consent, the convict can immediately challenge the order in court.

The Law Minister further said that if a convict does not consent to chemical castration, action will be taken under the Pakistan Penal Code (PPC). There is a provision of death penalty, life imprisonment or a jail term of 25 years for the accused.
He clearly stated that the decision to sentence the convict depends on the court. The judge can sentence any convict (under PPC or chemical castration). Under the new law, anti-rape cells will be set up under the chairmanship of a commissioner or deputy commissioner to ensure early registration of FIR, medical examination and forensic investigation.
According to this law, the accused party can no longer cross-examine the rape victim. Only the judge and the lawyer of the accused can cross-examine the victim.
