Jammu Kashmir government Monday notified 280 segments under the process of delimitation of constituencies of district development councils (DDCs).
According to the Chief Electoral Officer (CEO) notification, the government under the Panchayati Raj Act 1989, notified 280 constituencies of DDCs after considering the objections and suggestions submitted by different quarters.
” After incorporating all the changes in respect of the objections and recommendations which have been accepted, the Election Authority hereby notifies the delimitation of District Development Councils in terms of Rule 108-B,” reads the notification issued by Chief Electoral Officer, Hirdesh Kumar.
“A number of objections and recommendations were found to be devoid of merit and thus not accepted. However, some objections and recommendations have been found reasoned and in consonance with the provisions of the Jammu and Kashmir Panchayati Raj Act 1989 and Jammu and Kashmir Panchayati Raj Rules 1996 and it has been found necessary to modify to the proposed delimitation of the district development councils to incorporate the same,” the notification reads.
On October 10, three days after the Union Ministry of Home Affairs (MHA) amended Jammu and Kashmir Panchyati Raj Act, the Deputy Commissioners of all 20 districts in Jammu Kashmir had issued notification for the delimitation of constituencies to the process for constituting DDCs and to complete the process of three-tier Panchyati Raj system.
The delimitation notification issued by all the Deputy Commissioners of 20 districts were set October 24 as a deadline for filing the objections before the final document is published.
As per the notification, each District Development Council (DDC) for all 20 districts have 14 territorial constituencies, each of which will have a directly elected member.
Earlier this month, Union Home Ministry amended Jammu and Kashmir Panchayati Raj Act for establishing the elected DDCs.
